Provision of community services across Harrow at Northwick Park Hospital and a variety of community settings

two.2.4) Description of the procurement

Community Children's Services:

Children's Nursing Service providing specialist community nursing support to CYP with acute short term conditions, long term conditions, disabilities and complex conditions (including requirement for continuing care), life-limiting & life-threatening illnesses, palliative and end of life care.

Team includes children's community nursing for palliative care, and specialist community children's nursing fordiabetes, respiratory and neuro-disability and a paediatric asthma nurse working with children to improve their asthma control and reduce their reliance on emergency care.

Consultant Paediatrics providing paediatric assessment, diagnosis and management and ongoing support for children and young people including children with special educational needs and children with emotional and behavioural difficulties. The service is responsible for the assessment, including investigation and diagnosis, of underlying neurodevelopmental problem.

Paediatric Occupational Therapy assessment and treatment service for CYP with autistic spectrum disorders, social communication disorders, special needs or specific developmental disorders. The services will provide functional and needs-led assessment for the identification of the therapeutic needs of children and young people who have a functional difficulty with self-care, accessing school activities or taking part in leisure activities.

Paediatric Speech & Language Therapy assessment and treatment service for CYP (0-19) with complex communication and/or swallowing problems providing assessment and treatment for CYP with speech, language and communication needs.

Paediatric Physiotherapy assessment and treatment for CYP with disabilities, respiratory, neuro-developmental, neuromuscular and orthopaedic needs, including development delay, neuro-disabilities, respiratory needs, Neurological and Neuromuscular conditions, orthopaedic conditions and gait disorders and Torticollis.

Explanation:

The contracting authority has assessed the supplier to be the only only feasible, capable and affordable solution to ensure continuity of these essential community service within the local footprint of the CCG, building on existing infrastructure, local assets and knowledge and using the investment to ensure optimal system sustainability both in terms of clinical and workforce resilience, and within the finite financial resources available.

Central and North West London NHS Foundation Trust currently provide health services to Looked After Children, Child and Adolescent Mental Health Services and local authority commissioned therapy services to children and young people in Harrow. CNWL are therefore assessed as offering the only solution to enable the integration of health and social care to children and young people in the borough.

Observing its obligations under the NHS (Procurement Patient Choice and Competition) (No.2) Regulations 2013, the CCG has assessed the appropriateness to award the contract directly through a non-competitive process to secure high quality community services for Brent and Harrow patients. This process will achieve a critical balance between meeting the service requirements to transfer rapidly and safely within an ongoing COVID pandemic incident and satisfying necessary assurances that the provider has the capabilities to provide high quality services to local patients.
