four.1) Description
four.1.1) Type of procedure

Explanation:
This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award
NHS Provider Selection Regime Direct Award C. The current incumbent, Young People Cornwall,
1. Young People Cornwall are the contracted Participation partner for NHS Kernow activity with children and young people up to 25y. Existing mental health participation does not have the skill set to fully include those with diversity and so the existing contract needs to expand skill mix to accommodate a wider more diverse cohort (scheme 1)
2. Young People Cornwall are widely recognised as experts in the field of participation in Cornwall and Isles of Scilly with contracts and grants from NHS Kernow, Cornwall Council, BIG Lottery as well as town councils (scheme 1)
3. Young People Cornwall through their integrated presence in the children and young people mental health transformation and the 3y LDA Plan already have information sharing agreements and NHS email accounts that facilitate the work across system partners (schemes 1, 2 and 3)
4. Young People Cornwall already host and provide invoicing administration for the Creative Therapies fund on behalf of system practitioners and there would be dis-integration to host a top-up to the fund with another organisation. The process for accessing the fund is an integrated one with application, decision making and invoice administration as an integrated process. (scheme 2)
5. Young People Cornwall has trained the CYP Peer Support Worker Supervisors via the national HEE EOI process. As part of the same national role out, HEE are asking for EOI for participants in Peer Support Working and this would work with the provider of the trained supervisors. Adult Peer Support Working via the CMHT Transformation programme chose not to use the national HEE scheme and instead used a local bespoke scheme and the peer support workers are part of one organisational trusts pathway of care. The criteria to use Young People Cornwall follows the continuum of development with HEE and that these will be peer support workers available as a system asset across multi-agency programmes. (scheme 3)
