Explanation:
In view of the extreme urgency, NHS England did not have time to conduct a procurement procedure in accordance with the timescales set out in the Public Contracts Regulations 2015. This Supplier had the relevant capacity (warehousing), skills, scale, and knowledge of the NHS and their IT systems meant that they were uniquely qualified to meet the extremely urgent needs of NHSE.
