.Contract awarded by NHS County Durham Clinical Commissioning Group, with delegated authority to sign on behalf of NHS England under the statutory delegation arrangements.

To provide General Medical Services within the Wingate locality of County Durham with a current practice population of 3085 patients. Staff and buildings are already in place and established and this extension provides continuity of service while market engagement and any proposed procurement work is undertaken.

A Single Tender Action has been enacted for, as a result of extreme urgency following COVID-19 pressures.

The contracting authority intends to undertake a procurement process following the direct award in accordance with the Public Contract Regulations 2015 (as amended) depending upon the outcome of current procurement consultation.

Award of a contract without prior publication of a call for competition in the cases listed below

  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

This contract award is required due to the COVID-19 Pandemic and subsequent impact upon operational delivery and business operations. The current pandemic and events were not expected or foreseen by the contracting authority. Attempts to mitigate risks identified in advance of procurement were undertaken. There was an urgent need to enact this STA as current contracts come to an end 31 March 2021 and there was a need to ensure services are maintained for the patients’ needs.
