four.1) Description

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

This contract award and extension represent the most prudent and strategically sound course of action, ensuring continuity of service, operational resilience, and minimal organisational disruption. A change in contracting partner at this stage would give rise to significant technical compatibility and interoperability challenges, as well as considerable duplication of cost. The proposed approach enables the continued delivery of essential services at a reduced overall cost, with limited incremental implementation expenditure, during a period of substantial industry reform and uncertainty. This arrangement is intended as an interim solution for a period of 27 months. Before the extension expires, we will undertake a comprehensive review, of market conditions, regulatory developments, and technological options, to inform the future procurement process, in full compliance with the applicable requirements.
