The National Police Air Service (NPAS) is reviewing the feasibility of being able to deliver police air support across England and Wales via a combination of Rotary Aircraft, Fixed Wing Aircraft and RPAS. The initial requirement of this project is to conduct a review of a draft NPAS police air support delivery/deployment model. This will aid the understanding of demand and how and where RPAS with BVLOS capability could enhance service delivery as part of a blended fleet. An initial analysis of historical NPAS operational data will be presented to the preferred bidder (selected through this tender) by NPAS. This data will be overlaid with the performance parameters of potential RPAS capabilities.

Each recommended site will then be classified as accepted or rejected and a list provided of the improvements/changes that would need to be implemented for a site to become fully capable of being operational. The successful implementation of this project, may lead to further work.

two.2.4) Description of the procurement

The National Police Air Service (NPAS) is reviewing the feasibility of being able to deliver police air support across England and Wales via a combination of Rotary Aircraft, Fixed Wing Aircraft and RPAS.

It is envisaged that RPAS operated BVLOS will be required, with the ability to carry multiple payloads of significant weight and with an endurance which permits the completion of typical NPAS operational taskings,.

The initial requirement of this project is to conduct a review of a draft NPAS police air support delivery/deployment model. This will aid the understanding of demand and how and where RPAS with BVLOS capability could enhance service delivery as part of a blended fleet.

An initial analysis of historical NPAS operational data will be presented to the preferred bidder (selected through this tender) by NPAS. This data will be overlaid with the performance parameters of potential RPAS capabilities. The result of this exercise will be a list of recommended locations from where future RPAS operated BVLOS could be based.

The preferred bidder from this tender process, will then be required to examine the recommended site/area information. They will then detail the benefits and limitations/restrictions of each site from an aviation and RPAS operational perspective. Each recommended site will then be classified as accepted or rejected and a list provided of the improvements/changes that would need to be implemented for a site to become fully capable of being operational.

This would be crucial to develop the first draft of a theoretical Concept of Operations for a future NPAS blended fleet.

The successful implementation of this project, may lead to further work where expert advice on the development of future concept of operations (including costings) and assistance in the ongoing assessment of RPAS platform design and build may be required.
