two.1.4) Short description

Nottinghamshire County Council is seeking a suitably experienced Provider or Providers to deliver Extra Care Housing Services in the Rushcliffe Borough of Nottinghamshire, which will comprise nomination rights to units of self-contained accommodation and on-site care services to tenants of that accommodation.

The Council is seeking up to three separate Extra Care Housing Services in Rushcliffe, each with 20 tenancies.

The Council requires the 20 units of accommodation and related communal areas and facilities that will be used within each Extra Care Service to be available for occupation from no earlier than 1 October 2022 and no later than 1 August 2025. Bidders must have existing buildings which can meet, or be adapted to meet, the Council’s requirements, or a guarantee of land, ideally with appropriate planning approval in place, in order to be considered for a contract.

Due to the nature of the care and support to be delivered each service must have appropriate CQC registration.

The Council is using a Competitive Procedure with Negotiation (with variations) conducted in accordance with the light touch regime of the Public Procurement 2015 Regulations, but reserves the right to award after the Initial Tender stage.

two.2.4) Description of the procurement

Extra Care Housing Services are intended to support independence, enabling people to do things themselves rather than having things done for them. In delivering the Service every opportunity must be taken to maximise Individuals’ capacity to carry out tasks themselves. Extra Care Housing Services provide high quality housing whilst supporting Individuals to develop or maintain their independence and thus preventing loss of their home and the otherwise unnecessary move to more institutional forms of care.

Sope of each Service

• Provision of 20 units of self-contained accommodation (bungalows, flats or houses) to which the Council will have sole nomination rights and which are located within a scheme set up for older people

• Provision of housing management and maintenance services appropriate to the specialist nature of the accommodation scheme

• Provision of a range of communal areas and facilities to which tenants of the nomination units will have access

• Provision of a team of suitably trained and experienced staff with an on-site presence 24 hours per day, 7 days per week, to deliver care and support services to tenants of the nomination units

• Delivery of social and low-level health care to Individuals with social care needs including personal care, physical and emotional support, activities of daily living, medication prompts, general well-being and any low-level health care tasks.

• Ability to deliver care and support to other tenants or residents of the accommodation scheme in an emergency and on a one-off basis only

Organisations may bid for up to three individual services. A separate tender submission is required for each service bid for and each submission will be considered individually.

The Contract will run for an initial term of five years with an option to extend for up to a further fifteen years in five year increments.

Bidders MUST have demonstrable experience of delivering services that are similar in scope and size to those described in this specification.
