Milton Keynes University Hospital NHS Foundation Trust intends to award a contract without competition during the period 1st April 2022 – 31st March 2027 (6 month’s notice which can served at any time after 12 months from the Service Commencement Date) for the provision of Dermatology Services.

two.2.4) Description of the procurement

The Trust is sub-contracting the clinical delivery of its Dermatology service. The activity for Dermatology will change year on year over the contract period, based on the previous 3 years activity. The Trust will work with Integrated Dermatology to continually refine how the service is provided taking into account best practice. For example, PIFU, Advice and Guidance, Community triage, new follow up ratios and virtual clinics.

The service will be consultant led ensuring that patients are seen appropriate to their clinical need. The consultant-led dermatology service will provide assessment and treatment for skin disorders and will focus not just on treating skin disorders, but also on raising awareness and understanding of the importance of long term skin care and the prevention of skin disease, in particular skin cancer.

There is an anticipated activity of circa 24,000 outpatient attendances and circa 1000 day cases procedures and circa 1,000 electives which is based on 2019/20 activity.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The trust awarded a contract to HCRG (Virgin Healthcare) on the 10th January 2022 on sole supplier basis for the provision of Dermatology services Official Journal of the European Union reference: 2020/S 215-528589

Due to the provider experiencing operational and staffing issues, it has been mutually agreed to terminate the contract, resulting in high risk clinically unacceptable service provision.

The termination of the contract has resulted in an urgent and unforeseen need for the trust to step in to ensure the continuation of these dermatology services, the trust has a legal and contractual duty (holding devolved commissioner status to BLMK CCG), to provide continuous availability of dermatology provision to its NHS patient population. In the interest of patient safety and cancer pathways, Integrated Dermatology has been identified to be able to fulfil the outstanding contractual obligations; the reasons for this are:

• they are the best placed provider to deliver local services with immediate effect;

• with clinically appropriate and sufficient staffing resources;

• which has pre-existing knowledge of the trust’s clinical pathways; and

• is the only sole provider able to step in at no-notice and continue delivery of the trust’s dermatology services provision.
