The Corporate Officer of the House of Lords and the Corporate Officer of the House of Commons acting jointly invite interested parties to participate in an early market engagement exercise whose objective is to test and secure market insights on a revised delivery model that could be deployed and that through which the contracting authority can secure multidisciplinary design services. Increasing its level of preparedness for what constitutes the re-procurement of the existing multidisciplinary design services framework [Ref: FWK1097], the core services that are required include, but are not limited to: conservation architecture and heritage services; mechanical and electrical engineering services; structural and civil engineering services; design management and design integration services; control systems and electronic system engineering services. Supplementary specialist services will also be required to achieve a fully integrated design service / solution for the wide and diverse nature of projects and programmes that will be undertaken. These specialist services may include but not limited to acoustic engineering, building control/approved inspector services, asbestos consultancy services, workspace planning services, catering design and specification services, sustainability assessment services, health and safety consultancy services, landscape architecture services, town planning consultancy services, public health surveys, glazing consultancy services, geo-technical consultancy and ecology services.
An early market engagement briefing paper has been prepared providing background and details of a model that the Authority now wishes to test with the market. Feedback and insights are sought as to: (i) develop greater understanding on market capability and appetite to participate in any future competition against the model (and proposed lots) outlined; (ii) understand market perspectives on the benefits and disbenefits of this model; (iii) inform the finalisation of the approach for this re-procurement.
