two.1.4) Short description

This purpose of this PIN is to inform the market that Essex County Council will be hosting an early market engagement event on the retender of the ‘Offenders with Complex and Additional Needs’ Service which is due to expire on 31 March 2024.

The Council is inviting appropriately experienced suppliers to the face to face session on Friday 3rd March 2023, 10:00 am to 12:00pm, in Chelmsford. The event will enable the Council to share the vision for the future service, outline the range of support to be included and obtain feedback from potential suppliers. The service provides support for individuals in contact with the criminal justice system, and who have a variety of multiple and complex needs including for example, homelessness/accommodation issues, substance misuse, mental health, and learning disabilities.

The service will require working in close partnership with both criminal justice agencies, including the prisons (HMP Chelmsford) as well as wider partners to reduce offending/re offending of individuals being supported, and help improve their health and wellbeing generally.

Providers are advised that the indicative budget for this service and any publication dates remain subject to confirmation and the Council will confirm the final financial envelope and publication date for this service in a contract notice prior to the publication of the procurement.

The service provided will form part of a county-wide health, social care, police, probation, prison, and independent sector response to offenders with complex needs in Essex. The aims of the service include:

- reducing re-offending rates and contacts with criminal justice agencies by offenders with complex and additional needs

- promoting independent and healthy living

- improving the health, social, psychological, legal, welfare and life chances of people who are vulnerable through the use of alcohol and drugs, mental ill health, learning disabilities, homelessness/accommodation issues or other such vulnerabilities.
