Swansea Council is seeking to establish market options for the future management of Tir John Landfill Site. The Council intends to procure a contract and is seeking to understand the best approach to market. There are various management areas which could be contracted out and the Council are trying to establish whether to procure one single contract, to offer lots for the various areas or to run the closed landfill in-house

two.2.4) Description of the procurement

Swansea Council is seeking to establish market options for the future management of Tir John Landfill Site. The Council currently has a third party managing the site while it finishes off the operational (landfill phase). The third party will also be undertaking capping and restoration works at the site following completion of waste acceptance.

The Council intends to procure a contract and is seeking to understand the market for various contract options and lengths of contract.

Areas which require management include:

- Day to day management of the landfill site in accordance with environmental permits subject to an agreed split of roles and responsibilities with the Council

- Undertake environmental monitoring and reporting in accordance with the permit

- Undertake management of the landfill gas field and landfill gas generating plant. This may also include trading of electricity and ROCS etc. to achieve the highest income possible

We would interested in hearing from you if you have the ability to undertake all or some of the above areas of service. We would be interested to discuss ideas for:

- The pros and cons of differing contract lengths

- Which contract terms would be suitable

- What form of payment and/or incentives would offer best value and most security for both parties, and what service areas are includes/excluded within the payments

At this stage, the Council is seeking to determine the most appropriate approach to any future procurement exercise and therefore seeks the views of interested parties to help inform the process. To this end, interested parties are invited to initially submit a response to Matthew Perkins, at matthew.perkins@swansea.gov.uk, no later than 26th March 2021. Please provide:

1. Name of your organisation and brief description of its background and experience

2. Would you be interested in tendering for the services described above? If so:

a. Would you be interested in tendering for all service areas or part areas?

b. What length of contract would you deem appropriate?

c. What form of contract would you suggest is utilised?

d. What form of payment mechanism would be most appropriate for each service area?
