NHS England and NHS Improvement is looking to award a contract to a national Evaluator (the “Evaluator”) to comprehensively evaluate the Cytosponge programme. The requirements are:i) to review the proposed evaluation questions for the impact, process and economic evaluations (and determine an agreed methodology to meet the evaluation requirements including the identification of a suitable counterfactual and economic analysis, ii) to establish processes that enable sites to report data on an agreed dataset to the Evaluator,iii) to submit monthly management data on programme activity and quarterly and annual progress reports to the NHS Cancer Programme Management team on programme delivery and;iv) to collate and interpret data to provide a full impact, process, and economic evaluation.

six.3) Additional information

We have created a preliminary market consultation document to engage with potential suppliers ahead of issuing the contract notice. The document includes an overview of the programme, an outline of the evaluation, and the scope of the contract; as well as additional details relevant to the tender process. The document also includes a Request for Information (RFI) which seeks information from supplies to identify any elements of the planned contract, including the service specification and evaluation questions, that can be altered. This is also an opportunity for potential suppliers to contact the programme team with any queries. Please note that a summary of any questions asked to NHS England and NHS Improvement will be collated and published (confidentially) to all suppliers in the interest of fairness, openness and transparency. The programme is still at approval stages and it may not result in a tender or contract opportunity, but we would welcome responses by 05/03/2021 so these can be incorporated.
