two.2.4) Description of the procurement

Essex County Council delivers its resourcing service to the organisation through its internal recruitment team. To deliver this service a core part of our recruitment technology is our Applicant Tracking System (ATS) which manages the candidate and hiring manager recruitment journey including raising a requisition, advertising roles, candidate application, shortlisting, interview and offer. We manage a high volume of permanent & temporary recruitment for both ECC and for partner organisations such as districts and boroughs.

Our current ATS contract is coming to an end, and we will be inviting bids to select our future partner.

We are seeking a solution which delivers an excellent candidate and hiring manager experience, technology that is intuitive, efficient and enables recruitment at pace in a high volume and often specialist hire market.

We are seeking a partner with experience of delivering successful ATS solutions to large and complex organisations, a partner with experience of complex integration and implementations and one which is ambitious and innovative about what can be achieved with the right ATS.

We are looking as far as possible to ensure all talent solutions (assessment, EDI, attraction, social media, offer, contract generation etc) can be serviced via the ATS and are highly configurable to allow us to tailor our solution to a varied workforce with differing needs.

The solution will need to be able to facilitate both position management and new hire integration with My Oracle (Oracle Fusion). The next steps is that we go out to the market in due course to procure our future ATS partner, that meets the current needs of the Council.

The outcome of this early market engagement is to help us understand the ATS market in more detail and to shape the specification we will ultimately release.
