Thames Valley Police (TVP) are looking for a supplier who can provide an end-to-end networked high-definition Dashboard Camera and supporting software platform with a working Application Programming Interface that will allow evidence from the Dashboard cameras to be uploaded into the existing DEMS. As part of this project, TVP are looking to source a solution that will support our serving police officers when in the line of duty to protect them and the public. Video evidence in our vehicles is becoming increasingly important as incidents on the road can quickly escalate. This connected approach can bring an additional boost to the efficiency and effectiveness of our police operations. The requirement is for a mounted video camera to be installed into vehicles to record high-definition colour images / videos using Infra-Red LED’s where necessary but do support a high dynamic range (HDR). These images / videos will be used to support insurance claims and evidence in Court proceedings.

The solution must ensure a connection over a continuous web link utilising a 4G or equivalent network where available. (in instances / areas where 5G is available the force will be looking to move over to take advantage of the speed).The force will require a working Application Programming Interface (API) that will allow the secure transfer of evidential data from the camera to the forces digital evidence management system (DEMS). The current provider of our DEMS is NICE Systems UK Limited.

Before the Supplier commences court proceedings or arbitration, it shall serve written notice on the Authority of its intentions and the Authority shall have fifteen (15) Working Days following receipt of such notice to serve a reply (a Counter Notice) on the Supplier requiring the Dispute to be referred to and resolved by arbitration in accordance with paragraph 6.4 or be subject to the jurisdiction of the courts in accordance with Governing law and Jurisdiction clauses of this Agreement. The Supplier shall not commence any court proceedings or arbitration until the expiry of such fifteen (15) Working Day period.
