Description

This Preliminary Market Engagement Notice seeks to notify the market of the London Borough of Hackney (the Council)'s intention to commence procurement of a main contractor in the next 3-6 months. The site is: Selman & Wellday car park and garage site (New Homes).

As part of our Preliminary Market Engagement Notice, the Council is seeking feedback on this project from interested main contractors. We want to understand the current markets' interest and obtain feedback on our proposed procurement strategy. When responding, we would encourage contractors to provide written responses to the questions listed below:

1. Do you have experience of delivering projects of a similar affordable nature and scale within Hackney or the London area?

2. Would your organisation be interested in bidding for this project based on our proposed procurement strategy?

3. Do you have any comments in relation to the proposed enabling works options? It would be particularly helpful to understand if you have any concerns about the achievability of any of these options, or have any alternative suggestions to offer. For example, would construction logistics preclude offering parking to residents on the podium deck during the main build period?

4. Does your organisation have capacity to bid for this project in the next 3-6 months, and to commence work around autumn 2026?

5. Does your organisation have experience in delivering residential schemes to achieve Passivhaus / AECB or similar low-energy certification?

6. Would you like us to contact you to arrange a 1-2-1 discussion about these projects?

We are asking interested main contractors to register interest by the closing date of 06 February 2026 at 12pm. We may contact you to arrange follow-up one-to-one discussions. However, please note that if the Council receives a substantial number of responses, we may have to revert to a group session.
