The NHS England (NHSE) Health & Justice team in the South West are planning for the re-commissioning of integrated non-custodial healthcare services across the South West region.
This notice is placed as a Prior Information Notice in order to facilitate a virtual market briefing event.
NHSE invites suitably qualified and experienced providers to express their interest in attending a virtual market briefing event which is currently expected to be held on Thursday 14th March 2024. This is intended to build on the stakeholder events held across the South West region during April, May and October 2023.
The event will include the commissioning vision, an overview of the services and the procurement timeline.
The areas covered within the procurement will represent the Office of the Police and Crime Commissioner (OPCC) boundaries, listed below:
• Avon and Somerset
• Devon and Cornwall
• Dorset
• Gloucestershire
• Swindon and Wiltshire
The following integrated non-custodial services will be in scope of this procurement:
- Liaison and Diversion services.
- RECONNECT services.
- Primary Mental Health Treatment Requirements.
The Contracts will be for a term of 7 years and services are planned to commence from 1st April 2025.

two.2.4) Description of the procurement
The NHS England (NHSE) Health & Justice team in the South West seeks to determine the level of interest in the provision of integrated non-custodial healthcare services across the South West region.
The lots are likely to cover the following Offices of Police and Crime Commissioner (OPCC) boundaries; the areas covered within the South West include:
Lot 1: Avon and Somerset
Lot 2: Devon and Cornwall
Lot 3: Dorset
Lot 4: Gloucestershire
Lot 5: Swindon and Wiltshire
Commissioners will integrate the following non-custodial services:
- Liaison and Diversion services.
- RECONNECT services.
- Primary Mental Health Treatment Requirements.
Alignment of regional non-custodial contracts will provide an opportunity to drive an innovative way of working with all stakeholders to deliver an integrated non-custodial healthcare service for each of the five OPCC footprints. It will allow consistency in patient outcomes and quality standards whilst providing the correct pathway to the individual demographic in the South West. The key aims and outcomes include:
- Supporting the delivery of whole-system healthcare for patients in the (non-custodial) Criminal Justice System.
- Aligning healthcare services to deliver a joined-up pathway in its entirety.
- Ensuring that non-custodial healthcare is commissioned in a way that supports continuous improvement and innovation.
- Driving self-management and ownership of health to help individuals develop the knowledge, confidence and skills they need to make the best decisions and actions for themselves.
- Ensuring effective stakeholder networks and engagement to capture all views from service users, including OPPCs, Probation, community providers, local authorities, ICB networks.
- Recommissioning across pathways to deliver seamless care from custody diversion through to release back into the community.
- Reducing reoffending at a regional level, ensuring continuity of care
- Consistency in range, quality, accessibility and acceptability with that available to the wider community, in order to achieve equitable health outcomes and to reduce health inequalities between people in the criminal justice system and in the wider community.
The Contracts will be for a term of 7 years and services are planned to commence from 1st April 2025.
TUPE is likely to apply to all areas and all three core services within scope of this procurement.

Further details of the event, including an MS Teams link, timings and agenda, will be shared once the PIN has closed, to those providers who have registered their interest via the e-procurement system (Atamis).
If you are interested in attending, please express an interest via Atamis by close of business on Thursday 7th March 2204. Please send a message via the procurement portal with the names of the delegates who are likely to attend the market briefing event.
