Description

This notice is for information only and does not constitute a formal commencement of a

procurement process. Surrey County Council and NHS Surrey Heartlands Commissioners

are looking to undertake an Open Procurement under the Light Touch Regime, under

regulation 74 of The Public Contracts Regulations 2015 to secure a contract for a minimum

of five years duration.

It is expected that the service will provide Supported Living Care and Support Services at

Great Meadows to deliver appropriate level of support to enable independent living and

reduce the risk of reoffending. This will be achieved though the provision of:

Opportunities for community re-integration

• Life Skills Planning: Daily living skills, Employability, Budget management and benefits;

focus on housing pathway (transition to move-on)

• Behaviour support (PBS / ABA)

• Support to access mainstream health services, e.g., Primary Care, dentistry

• Support access to specialised community services (LD/A community teams, forensic

outreach, mental health)

We are looking to award a contract to one supplier for the provision Supported Living Care

and Supported Living Services for individuals with learning disabilities and / or autism and

mental health, with forensic histories.

It is anticipated that the opportunity will be published during Spring 2023, with a contract

commencement date during Winter 2023-2024.

two.2.4) Description of the procurement

We are seeking a provider to provide high-level care & support service in a new purpose-built

accommodation for people with learning disabilities and or autism and mental health needs who are to be discharged from inpatient settings. The property is located in Redhill, Surrey.

The property comprises of 6 x1-bedroomed flats to provide good quality homes, as well as

communal training kitchen and training room to help individuals develop life skills whilst

maintaining privacy of their own home if required.

It has been designed to facilitate step down / move on to the community. Some of the

individuals may be discharged from low – medium secure settings, some of whom will also

have Ministry of Justice orders or other restrictions placed on them under the Mental Health

Act.

Where required, individuals will need to be supported to manage the restrictions placed on

them and risk to themselves and others in a community setting, the service provider will

support them with independence skills to maintain community living.

The individuals are likely be placed under S117 of the Mental Health Act for aftercare. It is

expected that the provider will have the relevant level of knowledge and expertise to manage

those with learning disabilities and / or autism, mental health, including those with forensic

histories.

We are looking for a forward-thinking innovative organisation who will develop and provide a

service that is able to integrate and work effectively with community services to create wrap

around support, working together to provide the best opportunity for successful community

rehabilitation and reduction of the risk of reoffending.
