To provide a high quality 24/7 urgent care acute home visiting service for patients residing in LLR, which operates as part of an integrated system offering urgent care at home for housebound patients, urgent response for falls, a night nursing service and an urgent primary care visiting service for out of core hours.

The service is provided to patients who have urgent health needs and are at increased risk of admission into hospital. The service aims to reduce the number of avoidable emergency admissions and attendances at Emergency Departments (ED) and to maximise the use of other care pathways over a 24-hour cycle. The service receives referrals from the local Clinical Assessment Service, General practitioners' (GP) partners, healthcare professionals, and care home staff.

two.2.4) Description of the procurement

LLR ICB are intending to award a contract an existing provider following PSR direct award process C.

The whole lifetime value of the contract is £19,762,498.00 for a 1+1 year contract length effective from 1st April 2024 to 31st March 2026.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

The Services to which this Advertisement relates fall within the scope of Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023. As such this contract notice is being published in accordance with the Provider Selection Regime Regulations as described within schedules 2-14.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period.

The decision to award these contracts was made by LLR ICB's System Executive Group on 26/1/24, which has delegated authority from the LLR ICB Board.

The Contracting Authority has applied equal weighting to the key criteria. The Contracting Authority has assessed the provider's suitability and technical / professional ability to undertake this service based on their current activities and performance, against the key criteria and basic selection criteria when making a decision to award this contract. The provider's economic and financial standing has been considered in proportion to the contract value and terms. The assessment demonstrates that the provider has been, and is likely to continue to satisfy the requirements of the contract. The intention to award the contract is made on this basis.

Conflicts of interest were identified among LLR ICB System Executive Group (SEG), 26/01/2024. The non-conflicted members assessed the nature and risk of this conflict, and decided what steps to take to avoid and manage it. The ICB took the step to exclude the conflicted member from related discussions, and excluded the conflicted member from decision-making.
