two.2.4) Description of the procurement at the time of conclusion of the contract:

Founded by the University of Strathclyde, Scottish Power Energy Networks and SSE Power Distribution, with support from Scottish Enterprise and the Scottish Funding Council, the Power Networks Demonstration Centre (PNDC), recently secured funding from the ISCF DER challenge fund to be spent on equipment which enhances PNDC’s capability in the aerospace, marine and transport sectors.

The equipment will be additional to the current infrastructure at PNDC, and must be connected to/utilise the current infrastructure to provide the enhanced capability.

The requirement detailed in the procurement documents relates to a 1MW bi-directional DC power supply unit, which must be capable of bidirectional power flow at the full power rating and capable of supplying at least five (5) pieces of equipment under test (such as PV inverters, batteries) simultaneously via five (5) isolated DC output channels.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Extended scope of works and services to the original scope of the project (The DC power supply platform is not interoperable with other makes and changing the contractor would not allow for an expansion of the supply capacity for use in the PNDC. The design of the modules (and subsequent construction) has to meet the requirements of ETPS Ltd in order for the entire system to function correctly, be safe and maintain warranties) by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor—

(i)cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement; and

(ii)would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the initial contract value;

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The DC power supply platform is not interoperable with other makes and changing the contractor would not allow for an expansion of the supply capacity for use in the PNDC. The design of the modules (and subsequent construction) has to meet the requirements of ETPS Ltd in order for the entire system to function correctly, be safe and maintain warranties. Hence why the original contractor had to provide this additional element to create a complete solution.
