two.2.4) Description of the procurement

1. IntroductionMidland Heart is currently considering procurement options for the provision of CCTV, Installation, Associated Works and Support and wishes to engage with the market in order to gather ideas and suggestions to inform any future specification and procurement of this requirement. Detailed within this EOI are areas that we are interested in finding out more about. However, we also welcome ideas and suggestions outside of these areas that would improve the quality/value of any future service that Midland Heart receives. Information received from suppliers is therefore likely to be used to inform and produce any future requirement.3. Scope of RequirementsMidland Heart requires CCTV equipment, installation, software and ongoing support and maintenance at approximately 75 sites across our portfolio in the Midlands, however the number of sites may increase or decrease if required.As a Housing Association, we operate the supply of goods and services for our business and customers in a particular way. Specifically relevant to this requirement, we have outsourced security contracts that link back to a control room, and we would like to understand as part of this market engagement, what software benefits (if any) we could obtain through tender to enhance our operating model.We have carried out some preliminary work and have detailed surveys of all sites to inform suppliers of our requirements at each site, examples of which can be made available during this market engagement exercise so that we can better understand the use of this information for the market at tender. Additionally, we are keen to understand whether there is additional information that suppliers might require or benefit from which we have not yet considered or obtained.We are also keen to ensure that technology and software is future proof so as far as is possible right now, we therefore seek knowledge from the market with regards to the future of this requirement, short, medium and long term.We have a further requirement for provision of broadband at approximately 50 sites and we want to understand, in particular, whether this should be included as part of the contract or is deemed to be out of scope.It is our intention to tender this requirement in early spring 2023, with the contract being let in Summer 2023 and the works taking place in Summer/Autumn 2023.Potential suppliers who respond to this EOI will be invited to a briefing, hosted by Midland Heart either via Teams or at our Bath Row, Birmingham offices on Tuesday 21st February 2023 from 10am until 11:30am, where we shall present and discuss in more detail our objectives and requirements and provide the opportunity for interested suppliers to ask questions. Following the presentation, we may issue a questionnaire and or host interviews to explore the market potential to fulfil these requirements.For the avoidance of doubt, responding to this EOI will not automatically lead to invitations to any future engagement activities.4. Instructions for Completion and SubmissionTo respond to this EOI, potential suppliers must contact Midland Heart to obtain a copy of the EOI, then complete, and return the response document titled ‘EOI Response’ and provide basic contact information to Midland Heart in order that suppliers can be included in any subsequent engagement events.All EOI responses must be submitted via email to Emily.rogers@midlandheart.org.uk by 12:00 noon on Friday 17 February 2023.
