two.1.4) Short description

Essex County Council (ECC) is considering options for a Countywide Community Wellbeing and Resilience Service, tackling Health Inequalities at its heart and using new methodology to deliver support for wellbeing at large scale and over time. This service will deliver health improvement programmes, including but not limited to, smoking cessation, weight management and NHS health checks, and will also focus on addressing broader determinants and working directly with communities to harness community assets for wellbeing.

Adult Social Care is committed to develop a early help community wellbeing offer across Essex that improves people's independence and wellbeing. Connecting people to information, advice, guidance and tools to promote healthy lives and wellbeing at the earliest point of need, is key to wellbeing. Furthermore this will prevent, reduce or delaying escalation of need, thus managing demand and creating a sustainable future Adult Social Care. Adult Social Care will work with Public Health and the winning provider(s), over the course of the next 12 months to co-design this offer as part of the future service and in principle to investing resource during the term of the contract.

Please note that the stated contractual value includes the full maximum value of this service including all potential options to extend and proposed social care funding. This is calculated with reference to the committed public health funding over 5 years of £24,470,000 alongside the proposed social care funding of up to £2,000,000. In addition, this service incorporates an optional extension period of 2 years, thereby resulting in a maximum 7 year contractual term with a value of £40,753,800 inclusive of the proposed social care spend. Furthermore, the scope of this procurement will factor an additional 10% flex to enable additional provision due to the inherent developmental nature of this service, this amounts to £4,076,380. The cumulative maximum value of this service is £44,840,180.
