two.1.4) Short description

The scheme involves the installation of a district heating system serving several Council owned buildings in

central Hebburn, utilising the disused mine workings under Hebburn as a heat source. The installation of such a

district heating scheme will reduce the Council's reliance on gas to provide heating and significantly contribute

to the Council's commitment to its Carbon Reduction targets, and this scheme alone will provide a saving of 319

tonnes year saving.

A separate contract has been awarded to undertake the drilling of two boreholes, and the construction of

permanent abstraction and re-injection wells.

The water source heat pump adopted in this project will be able to source heat from both the mine water as well

as ambient air (via dry air cooler) in the event that the mines are found to be unable to provide a sustainable

mine water heat source.

The scheme will include the construction of a new Energy Centre that will include the water /air source heat

pumps, filtration plant and heat exchangers, to harvest the mine water, and distribute it via the district heating

network (approximately 300m) serving the Council buildings.

The European Regional Development Fund (ERDF) is contributing 50% funding to the overall scheme.

two.2.4) Description of the procurement

Supplier Engagement: South Tyneside Council would like to undertake a market engagement event with

organisations interesting in tendering for and delivering these works. Please note that participation in this

consultation or registration of interest will not give any advantage in this procurement opportunity, but is purely

an opportunity to potentially shape the requirements. We will consult with interested parties to get views and

comments on the planned approach to market. Your responses will help to inform the procurement although we

cannot guarantee that all views expressed will be taken into account.

The market engagement event is expected to take place on a date yet to be established but likely to be around

week commencing 15th March 2021.

later than Wednesday 10th March 2021.

It is intended to issue the OJEU notice on Tenders Electronic Daily/issue the notice on the UK Find a Tender

Service by April 2021, and suppliers are advised to monitor regularly for the opportunity to be published. Once

the OJEU contract notice/UK Find a Tender notice has been published suppliers will be required to express

interest in this opportunity on the NEPO ProContract system. If not already registered on ProContract please
