***PRE-MARKET ENGAGEMENT EXERCISE*** The Department for Communities (the Department) in Northern Ireland is preparing to initiate a procurement process to establish a contract with a supplier to carry out a review of the liquor licensing system in Northern Ireland. At this stage, the Department wishes to establish the level of market interest to inform the procurement process and to help develop the tender specification for the review. The purpose of this PME is to • Generate initial supplier awareness, engagement and opinion, resulting in a confidence around feasibility of review; • Gain insight into market capability and capacity to deliver; • Understand risks and issues not previously considered; • Inform future procurement strategy; and • prevent the department from advertising an unachievable project at UK e-notification service www.find-tender.service.gov.uk stage. The PME questionnaire contains all relevant details and can be found under this CfT documents section.
