The purpose of this Prior Information Notice (PIN) is to inform the market that it is the intention of Midlands Highways Alliance Plus (MHA+) to issue a tender for the Medium Schemes Framework 4 (MSF4). MSF4 is to replace MSF3 (currently in place) and preparatory work for the re-procurement is currently underway. The Contract Notice is currently anticipated to be published in April 2021.
For the purpose of this tender, Leicestershire County Council (LCC) is acting as the Client and the Host Contracting Authority on behalf of the MHA+. This notice is not in itself a call for competition and it is not seeking to reduce the time period for the receipt of tenders.
Please note that the date given under II.3. Estimated date of publication of contract notice is INDICATIVE ONLY. Interested economic operators are advised to check the official MHA+ website for further updates. It is intended that the procurement timetable will be published on the website following the MHA+ Executive Board Meeting in March. two.2.4) Description of the procurement
The scope of the MSF4 is to include: execution of highway, civil and municipal engineering works. Typical schemes may involve, but not exclusively be: highway improvements, highway maintenance, highway infrastructure works (including bridges, subways, culverts and retaining walls), public realm works (town centre enhancements), drainage improvements, canal works, and other infrastructure works such as waste management facilities. The framework will be based on NEC4 Framework Contract (FC), and it is anticipated that the work packages will awarded under NEC4 Engineering and Construction Contract option C. Full details will be provided in the tender package once the opportunity is advertised. This framework agreement is available for use by the public sector bodies (and their statutory successors) as long as they are members of MHA+. Any organisation who is a member of the MHA+, or becomes a member during the Framework Term, is eligible to place contracts under this Framework.
