Scope
Description
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

PfH is administered by Inprova Limited and is headquartered in the North West of England with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector.
PfH intends to establish a framework agreement for the supply of Vehicle Leasing and Associated Services such as vehicle conversion/racking and telematics. The framework will operate nationally for four years.

Engagement process description
PfH is looking to receive feedback on its current Vehicle Leasing framework, including the lot structure and scope of goods and services covered.
The current framework was awarded in 2021 and PfH also wishes to engage with suppliers to share market knowledge and potential for innovation.
Suppliers appointed to this framework will be required to supply across the entire United Kingdom, ensuring consistent and comprehensive support for all participating organisations.
Information obtained during the preliminary market engagement may be used to develop PfH's tender strategy.

A questionnaire will be issued to those interested suppliers who may be invited to a subsequent follow-up session to discuss.
In the event of a large number of suppliers responding to this Notice, PfH intends to limit the number of any follow-up sessions to the first 8 responses received to this Notice by the deadline of 12th February 2026.
Follow-up sessions will take place any time between the date of publication of this Notice up until the closing deadline of 20th February 2026.
