The LS/CMI is a comprehensive offender case management instrument used for risk assessment for individuals convicted by the courts across Scotland. The Scottish Government intends to award a contract to finalise the centralisation of this system and to provide support of the operational instances of the application across Local Authorities and the Scottish Prison Service during this process. This will include but not be limited to bug/issue fixing as and when identified by users and provision of a service desk (email/helpdesk number) as central point of contact for raising any bugs/issues

four.1) Description

Explanation:

The Scottish Government intends to award this contract under the provision given in The Public Contracts (Scotland) Regulation 2015. Regulation 33.1.b.

The LS/CMI Centralisation Project has been ongoing for some time and substantial progress had been made before the project was delayed by the impact of Covid-19. IT Architects have highlighted significant concerns regarding the successful completion of the project if it were to be transferred to an alternative supplier at this stage. LS/CMI currently utilises the PSN (Public Service Network) but this is due to be decommissioned and partners have been given cessation dates. It is essential that this project is finalised before partners cease to use the PSN or a substantial amount of work already completed will require to be repeated.
