The Police and Crime Commissioner for Surrey is looking to establish and ascertain the level of market and supplier interest, knowledge and experience in the delivery of a remote transmission system for fingerprints. The Forensic Investigation team require a solution that enables the electronic transmission of cases/finger-marks from CSI bases and Forensic Enhancement labs to the Forensic Investigation Unit based at Police headquarters.

two.2.4) Description of the procurement

The Police and Crime Commissioner for Surrey (the Authority) is looking to establish and ascertain the level of market and supplier interest, knowledge and experience in the delivery of a remote transmission system for fingerprints. The Forensic Investigation team require a solution that enables the electronic transmission of cases/finger-marks from CSI bases and Forensic Enhancement labs to the Forensic Investigation Unit based at Police headquarters.

The high-level requirements for the system are, but not limited to, the following:

• Functionality to undertake the full assessment, comparison, evaluation of all marks and fingerprints and for all cases ‘on-screen’ and verification (including ‘blinded’ verification) where appropriate (desirable)

• Ability to transit digital images from external media or direct scans from CSI bases/FRU lab/scene to FISU in a timely fashion

• System management process for reviewing and allocating submissions allowing performance monitoring and case management

• Functionality/tools for image enhancement, that is fully auditable, saving a separate image when required, a reset capability and printing functionality

• Digital comparator function on screen between marks and fingerprint sets – also auditable with ‘play-back’ function in order to replicate every action taken by the user (desirable)

• Imaging sizing and formatting compatible with IDENT1 and an interface with GMCI (Generic Mark Camera Interface)

• Ideally integration with other case management systems to reduce double-keying on teams. Also, transmit/share cases with other forces to allow support when resilience requires it

• A process to support MOPI (Management of Police Information) compliance

• 24/7 support, robust disaster recovery/Business Continuity Plan procedure.

The information obtained via this PIN will enable the Authority to make a decision about the route to market for the Contract. The intention is to award a 4-year contract with an approx value of £68,000 - £78,000.
