The requirement of the council and BTS for this tender specifically is as follows (But not limited to):
- The council are tendering for painting and decorating support due to lack of trade capacity in house for the volumes of works that are presented to BTS.
- Decorating work is important to the council as its properties need to be well maintained to reduce future costs. These properties also need to be nice places for tenants to live in, and so they need to be well presented.
- It is the council’s expectation that the winning provider(s) of these works would employ professional decorators who qualified to at least City and Guilds Level 2, or apprentices working towards this level of qualification.
- The council would expect all winning providers to comply with the Health and Safety at work act 1974, Asbestos regulations 2012 and the councils Code of conduct.

As properties become empty, the council will carry out any works required to return them to a lettable standard. The work will be carried out in the minimum practicable time and any furniture and rubbish will have been removed before decorating works take place. Basic floor coverings will remain and so these must be protected by the contractor during the works. Any making good should also be included. The works required in each property will have been defined as a list of the NHF schedule of rates (Appendix 11) provided by the void surveyor prior to the works. Any variations will be agreed with the void surveyor as they become evident during the progress of the works.
You are required to review the schedules included in Appendix 11 before submitting you’re tender and the prices for the descriptions relating to the each schedule item are included in this appendix. A percentage adjustment (+/-) must be submitted for this lot in Appendix 8 Pricing Schedule. This will then be applied to each schedule to determine the price to be paid for each item, and these will then be multiplied by the relevant quantities and added together to form the individual job price.

two.2.4) Description of the procurement
as part of the Councils commitment to provide good quality homes to all, the council provides a decorating service to elderly and disable tenants which allows them to have one room of their choice decorated in their homes on a rota basis dependant on the budget available. The work will be carried out in occupied dwellings and any furniture and floor coverings will need to be moved or protected using dust sheets. Due to the nature of these works particular care and consideration should be given to all aspects of the work. Prior to commencing the works the contractor will be required to be flexible in the amount of assistance required by the tenant to clear the room (including personal possessions) prior to decorating. Thoroughly wash down all surfaces with good quality detergent removing all dirt, grease and stains and rinse down with clean water and finish with wash leather. On completion all protection is to be removed and furniture replaced in original positions. All debris from the works to be removed from site and floor coverings cleaned or carpets vacuumed prior to leaving property. Any making good should also be included. A full specification of the requirement is included in SD1 – Specification for Rota Decorations and the works will be measured using the NHF schedule of rates included in Appendix 11.

two.2.4) Description of the procurement
The Council’s small blocks of flats mainly comprising 4-8 units are redecorated internally and externally on a cyclical basis. The work will be in communal areas – hallways, landings, staircases and entrances and will need to be accessed by the tenants and the public at all times. Specific care needs to be taken to avoid trip hazards from tools and materials, etc. and work areas should have barriers and appropriate signage to H&S requirements at all times. The works are also to include any repairs necessary prior to decoration. The specification for a sample job is in SD2 – Specification for Communal Decorations and repairs and this document also shows photographs of a sample block.
You are required to price the rates for work shown in Appendix 8 Pricing Schedule and these will be used for the evaluation of the pricing element of contractors for this lot. These rates will then be used as the basis for determining the price of works going forward. You must also price Appendix 12 – Schedule of Rates for Pre-paint Repairs with an individual price against each item. These will be used to formulate the prices of repairs that may be required in each block, but will not form part of the tender evaluation.

two.2.4) Description of the procurement
Various teams in BTS carry out new builds and project works which involve painting and decorating. These can be varied and involve working in public buildings, schools, social services properties, communal areas as well as newly built houses and flats. This work will be subject to mini competitions between the four successful contractors on the framework.
For the purposes of this tender, a sample project of 3 new build properties (which are currently being constructed) is included in SD3 – Morris Close Specification. Allow for decorating works to commence in May 2022 and this project may be the first works within this contract. You are required to submit a fixed price lump sum bid for this contract and this will be used as the pricing element for evaluation of contractors to be accepted onto the framework.
