Jisc Services Limited (JSL) intends to establish a multi-supplier framework agreement for e-Books services content supply. JSL is seeking to continue making an investment in its e-Books for FE service. JSL regularly has a requirement to purchase licences for relevant, up-to-date curricula-led titles to make available to the FE sector and is therefore looking for suppliers who can provide titles, that meet the criteria to support the teaching and learning needs, to cover existing and future needs of the FE sector.

Jisc Services Limited will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The public contracts Regulations 2015 article 91 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
