two.2.4) Description of the procurement

A 3 year contract (with the option to extend by up to a further 2 years) commencing 1 April 2022 for specific primary care services to vulnerable marginalised communities in Leeds including the homeless and rough-sleepers. The provider must have excellent relationships with other key services for vulnerable individuals such as housing, drug and alcohol, mental health and street support interventions and will play a crucial role in the development of integrated services for this population group by collaborating with other NHS providers and non-NHS services.

This service also forms parts of Leeds CCG strategy to tackle health inequalities. During the contract term the provider will work with the commissioners and other stakeholders (including NHS and non-NHS providers) to create a broader service offer to the most vulnerable, focusing on wider health and wellbeing needs. This may include the establishment of a new healthcare facility where sustainable services can be delivered from.

Following some limited market engagement in the locality, the CCG are of the view that Bevan Healthcare is the only provider in the market capable of providing this service at the current time due to their experience with this specific population and their specialised workforce and, as such, that competition is absent for technical reasons (Reg 32(2)(b(ii)) thereby justifying the direct award of this contract by way of the negotiated procedure without prior notification.

The CCG were of the view [after undertaking some limited market engagement in their locality among capable providers] that Bevan Healthcare were the only provider in the market capable of providing this service, due to the specialist experience required, and as such that competition was absent for technical reasons (Reg 32(2)(b(ii)) thereby justifying the direct award of this short term contract by the negotiated procedure without prior publication.
