Tenders are invited by the Council from Providers with relevant experience and ability to demonstrate sufficient capacity for the provision of Supporting the Third Sector in Kirklees (the "Services").

The council wishes to commission one provider who can provide support to all VCSE organisations in Kirklees, to increase VCSE capacity resilience and sustainability.

The estimated value of the Services to be awarded is approximately £630,000 over the initial two (2) year contract period.

The anticipated commencement date for the Contract(s) is 1st April 2024.

The anticipated expiry date for the Contract(s) is 31st March 2026, with the option to extend for three (3) further twelve (12) month periods up to 31st March 2029 depending on success and available funding.

Further details regarding the Services required are set out in the Specification - Appendix 1 and in the Conditions of Contract.

Kirklees Council and partners value the contribution made by our local Voluntary Community Faith and Social Enterprise Sector in the local economy (VCSE). Creating jobs, delivering services, and connecting people in neighbourhoods improving community cohesion and reducing social isolation and loneliness as well as improving general health and well-being. The recent experiences in the context of the pandemic have brought that into even sharper focus. The rise in volunteering along with the invaluable roles played by mutual aid groups and anchor organisations are evidence of the energy and capacity that exists.

This procurement intends to provide support to all VCSE organisations in Kirklees, to increase VCSE capacity resilience and sustainability.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The funding has come from DWP via the West Yorkshire Combined Authority with the intention of delivering a nationwide pilot, Economic Inactivity Trailblazer programme, of which West Yorkshire is one 1 of 8 pilots. The Trailblazer programme is supporting the growth of VCSE and community groups with activity that enhances employability prospects alongside improving health and wellbeing of Kirklees residents.

The approach in Kirklees is to deliver a co-ordinated programme alongside the Integrated Care Board (ICB) via their Accelerator funding to strengthen the programme delivery and outcomes in Kirklees and create synergy between the two systems of leadership within the borough.

A variation to contract to allow TSL Kirklees to work with One Community Foundation to deliver a community grants programme that will explore innovative approaches to addressing employability and health and wellbeing holistically for Kirklees residents. TSL Kirklees' role via this funding will be to manage the overall contract delivery element. One Community Foundation will undertake a formal grants application process and administer the funds.

We expect as a minimum to support 20 VCSE or grass root organisations to deliver innovative approaches that target one of the most disadvantaged cohorts in Kirklees. Economically inactive residents with health conditions will be supported to move towards employment and those residents at risk of leaving employment due to health conditions will be supported to remain economically active. In total we are anticipating the programme will work with 162 residents at cost of £1000 per participant.

This funding will allow VCSE and smaller grass root organisations to support themselves and each other by building capacity to bring together activity that jointly addresses the two strands of economic activity: employability and health.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The modification takes advantage of additional funding which will allow the anchor organisations to carry out additional community services in accordance with the remit of the current Contract.

The modification is complaint under Reg 72(1)(c) unforeseen changes as the change does not alter the overall nature of the contract ie. is not substantial and does not exceed 50% of the value of the original contract.
