The information contained within this PIN notice is based on current requirements and spend information which is subject to change.

NWSSP Procurement Services are in the process of reviewing NHS Wales requirements for healthcare waste containers. Whilst the current NHS Wales contract model is based around the use of single-use containers, NWSSP Procurement Services is aware that alternative innovative solutions exist on the market, and wish to explore such options in greater detail so as to further inform its procurement strategy and thus deliver a more sustainable arrangement for NHS Wales. NHS Wales wishes to engage with providers that can deliver a service with a clear increased environmental benefit over existing services/products.

The Contracting Authority is open to consider potential solutions such as:

- Increased recycled content of supplied products

- Increased recyclability of supplied products

- Increased recoverability / re-use of supplied products

- Other potential innovative solutions to increase environmental benefit of supply

- Other potential service solution options (e.g. goods as a service, rather than supply only)

An equally important consideration of this procurement is to address how this contract can support the delivery of better social outcomes within Wales and deliver on the goals of the Wellbeing of Future Generations Act, e.g. community benefits, increased local employment/job opportunities, improving social value, and supporting the foundational economy. As such the Contracting Authority will be open to potential consortia bids / main contractor and subcontractor solutions.

Please note that this Prior Information Notice is not a call for competition, but is being utilised to seek market engagement / understand supply solutions that could help realise NHS Wales’ objectives regarding a more sustainable, resilient service. It is envisaged that the contract period will be up to 5 years in total, including any potential extensions.
