This contract notice communicates the contracting authorities’ completion of Stage 1 of the procurement

process which has now established the pseudo dynamic purchasing system (PDPS) for the provision of urgent

(parachute/caretaking) primary medical care services in accordance with NHS England Standard General

Medical Services Regulations and alternative provider medical services directions, having full regard to the

NHS England Primary Medical Care Policy and Guidance Manual (PGM). The contracting authorities invited

responses from suitably qualified and experienced providers to apply to join the PDPS approved provider list

and are issuing this Contract Award Notice to communicate those organisations who were successfully

appointed to the PDPS. This PDPS will be in place for a 5-year term commencing 1.12.2019, with an option to

extend for a further 12 months. It covers circumstances that may arise that require any of the named

contracting authorities to put in place an urgent primary medical care services contract where, due to the time

limitations, the contracting authority opts not to undertake an individual procurement process. (This is

sometimes also referred to as a primary medical care 'Parachute' or 'Caretaking' service or 'Emergency Cover').

Bidders should therefore note that this PDPS places no obligation on the contracting authorities to procure

services during the term of this PDPS. Potential Bidders wishing to apply to enter for the first time, or to reapply

may do so on an annual basis. The contracting authorities intend to re-open the PDPS each year on the

first working day in December. The subsequent opening dates are therefore: 2.12.2020, 1.12.2021,

1.12.2022, 1.12.2023, and if extended 2.12.2024. Potential bidders can apply to be added to the PDPS within

the published annual timescales, until such time it is terminated. Closing dates for future rounds are: noon at

15.1.2021, noon 17.1.2022, noon 16.1.2023, noon 15.1.2024, and if extended noon 15.1.2025. The

contracting authorities also intend to allow PDPS providers to update the information they have provided in

their qualification questionnaire annually, requests for which must be made by 30th September of each year. It

should be noted that these dates are expected dates at the time of issuing this contract award notice and may

be subject to change. Each individual ITT for a call-off contract will include the detailed service specification

and any required service elements relating to such call-off contract. The procurement documentation includes

the relevant terms and conditions that may be utilised by the parties for subsequent call-offs under the PDPS

(albeit contracting authorities are permitted to incorporate their own preferred forms subject to their ongoing

compliance with the any relevant restrictions). The PDPS in itself is therefore not a contract; contracts are only

formed when services are called-off under the PDPS.

seven.2) Other additional information

This Corrigendum has been issued Feb 2022 as a result of the impact of the Covid Pandemic on the CCG's abilities to re-open the PDPS in accordance with the original opening times advertised, due to lack of capacity within the commissioning workforce whilst the system was under significant pressures dealing with first the Covid Pandemic and subsequently the Vaccination Programme roll out. As such the CCG's intend to re-open this PDPS from April 2022, and have aligned future opening times to the 1st April each year.
