Explanation:

The contract was awarded following a negotiated procedure without prior publication, in accordance with regulation 32(2)(b)(ii) of the Public Contract Regulations. The requirement includes non-contestable works that have to be carried out by the Distribution Network Operator (DNO). Delivery of the remaining element of the works by an alternative supplier would create a disproportionate technical compatibility.
