Description

Hywel Dda University Health Board (HDUHB) have awarded a contract to renew their 600 E-Job Plan Licences which are utilised across the Health Board to accurately map clinical activity to service demand whilst also supporting clinicians with their administrative duties. This contract aligns the Health Board with NHS Wales who have standardised across a range of workforce licences.The system enables HDUHB to assess the plans consultants have signed up to in terms of the number of sessions whether teaching, outpatients or theatres signed up to against the number actually achieved.

The Health Board required E-Job Planning Software Licences to support medical workforce planning, appraisal, and compliance in line with the NHS Wales digital transformation agenda. The solution is uniquely designed to integrate with the Health Board’s existing Allocate eRostering platform with no other suppliers available to offer equivalent interoperability. Also, using a different supplier would fragment workforce data, create duplication, and risk errors in clinical job planning and compliance reporting. The system must integrate seamlessly with existing Allocate Software solutions already deployed within the Health Board to ensure continuity of service, compliance with statutory requirements, and delivery of critical workforce planning outcomes without unnecessary delay. This direct award is made under the provisions of Section 41 and Schedule 5 of the Procurement Act 2023, specifically given the exclusive integration and the absence of reasonable alternatives that can deliver the same level of interoperability and functionality without disproportionate cost and risk.
