Description

As part of the continuous review of Approved Document B (ADB) the relevant stakeholder workshops, a Call for Evidence, and advice from the Building Advisory Committee (BAC) highlighted the need for research into the area of "Smoke Control in Blocks of Flats". The research is aimed to review whether the provisions in ADB relating to smoke control in blocks of flats are fit for purpose and effective in meeting the minimum requirements under Schedule 1, Part B1 of the Building Regulations 2010.

Engagement process description

HSE is issuing this Preliminary Market Engagement (PME) notice to communicate with potential bidders for this upcoming tender exercise.

HSE will run sessions in 30-minute slots via invite only Microsoft teams calls on Tuesday 10th February 2026 10:00-12:00 and Wednesday 11th February 2026 10:00-12:00, ahead of publishing the invitation to tender, expected W/C 16th February 2026. HSE therefore invites interested parties to contact tenders@hse.gov.uk on or before 6th February 2026 to register their interest.

Interested parties that make contact will be sent a MS Teams invitation. Any responses to clarification questions that are raised will be captured and published as part of the tender pack.
