Supply and deliver an offline test rig replica of the online MSSS (Magnox Swarf Storage Silo)/ABB control system installed in MSSS. The rig will provide the equipment needed to carry out testing to ensure the continued support of the existing control system within MSSS.

two.2.4) Description of the procurement

Supply and deliver an offline test rig replica of the existing online MSSS/ABB DAMS PES system installed in MSSS. The offline engineering system shall be based on 800xA System Version 6.1.1.1 which is a long time support version (LTS).

The test rig will enable the existing bespoke control systems applications responsible for running and monitoring of systems and processes within MSSS to be updated offline to the latest supported version of the ABB software which is required as the existing system is now obsolete and no longer supported - further, elements of the hardware are now obsolete and require the newer version of 800xA (6.1) software to operate. The rig will provide the equipment needed to carry out necessary testing to ensure the continued support and operation of the control system within MSSS.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The offline feasibility rig is required to be a replica of the existing plant system installed on the MSSS plant - which was supplied originally by ABB Ltd. Therefore, as it is a replica of an existing plant system, competition is absent for technical reasons and can only be provided by the original equipment manufacture. Regulation 32(5)(b) PCR 2015 applies (for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance).
