This project includes Phase 2 work that builds on previously commissioned work for the development of a National Character Area (NCA) framework Landscape Change Database and Landscape Change Atlas and Dashboard. This commission is part of the Natural England landscape monitoring and evaluation strategy, and includes a particular focus on contributing to reporting against the Defra 25 Year Environment Plan Indicator G1: ‘Changes to landscape and waterscape character’.

Explanation:

This is a Single Tender Action under Regulation 32 of PCR 2015.

A competitive process was not followed because LUC was part way through the project. The reasons this should be an STA are:

a) Compatibility - The Supplier has developed significant understanding and specialist expertise required to complete the project to required standards, expertise that no other contractor was able to demonstrate during previous competitive tendering and could therefore not provide within the required timescales.

b) Sole Supplier – The Supplier is the only contractor with the relevant expertise and online platform servers that are required for this project.

c) Property Rights - The Supplier owns the online platform servers.
