two.1.4) Short description

Devon County Council currently commission Children Centre Services. The contract for these services will end on 31st March 2024. Devon County Council Children’s Services would like to make opportunities for pre-market engagement activity with providers available to help us to inform the design of future services to replace the above.

Going forward Devon County Council will be looking to work with an external organisation or number of external organisations to deliver services which will be designed and commissioned to:-

• Be delivered as part of and to support Devon’s Early Help offer for children and families.

• Support the local authority in meeting its duties to improve the wellbeing of children; reduce inequalities for children and promote the safety and welfare of young children.

• Provide support and intervention to benefit babies, children, parents and prospective parents and parents, especially those experiencing multiple vulnerabilities, in ways which are restorative and build on strengths they have.

• Support the development of babies and children, as early as possible, working alongside other partners and professionals.

• Build networks, communication and collaborative working with a range of partners and professionals. This will be an integral part of service delivery.

• Offer a range of services to meet presenting needs supporting parents and communities.

This will help us to collect information to gauge interest in the market. Responses to the survey will not be formally evaluated or scored or have any impact on the evaluation of a future tender, should one be undertaken.

Devon County Council Children’s Services will also be looking to host a market warming event/ events in late winter/ early spring. Further details on dates will be posted when finalised. The aim of the event(s) will be to inform and influence the shape of the service design and any opportunity, which will be tendered in 2023/24.
