The Home Department acting through Border Force has the power to detain vehicles where it is identified that the owner/hirer have an outstanding debt to a penalty levied under the Civil Penalty Regime. These provisions allow the Authority to issue legal paperwork and for the vehicle (including its content) to be taken into formal detention.
Border Force is seeking to appoint a Supplier to provide Heavy Goods Vehicle (HGV) recovery and detention services. The contract will be for the Supplier to recover vehicles nationally and then store the vehicles until the Authority mandates their release or sale.

The intention of this notice is to gauge the market’s level of interest and to assess the capability of the market to meet the requirement. If your organisation is interested in this requirement, please send an Expression of Interest (EoI) to detentionservicesprocurement@homeoffice.gov.uk. Following expressions of interest, suppliers will be issued with a Non-Disclosure Agreement to be signed and returned to the Authority. Once received, the supplier questionnaire will be made available for completion.
The closing date for expressions of interest and the return of a completed supplier questionnaire is 01:00 pm on Friday 16 February 2024.
Suppliers will need to register in the first instance on the Authority's eSourcing portal - https://homeoffice.app.jaggaer.com/web/login.html Once registration has been completed suppliers who have expressed an interest will be given access to the event.
