Description
MOPAC are seeking to re-procure an intervention for high-risk domestic abuse perpetrators that will work as part of the pan-London Drive programme. The Drive Project is an evidence-based intervention aimed at preventing abusive behaviour by high-risk high-harm perpetrators of domestic abuse which combines one-to-one interventions with a police-led multi-agency response. This is achieved via 'disruption' (putting barriers and obstacles in place to prevent abuse form taking place), 'support' (addressing additional needs of the perpetrator, with accompanying specialist support for the victim) and 'behaviour change' (focused, 1-2-1 interventions to explicitly address the perpetrator's attitudes and behaviours).
In London, Drive has mostly been funded through the Home Office's Domestic Abuse Perpetrator Intervention Fund (DAPIF). In July 2025, the Home Office announced that Drive will be expanded nationally. The Home Office have confirmed that MOPAC will receive funding for onward commissioning of delivery partners for 2026/27, but the funding allocations have not yet been formally confirmed.
Bidders must be aware that if no funding is allocated from the Home Office for 2026/27 onwards, then it is very likely that no contract will be awarded. Bidders are advised that any extension will be subject to formal MOPAC/DMPC approvals and will be reliant on Home Office funding confirmation. As this is a known risk, under the Procurement Act 2023, materialisation of a known risk is permitted as noted under the Procurement Act under Schedule 8 paragraphs 1 and 5 to 7.
