Amendment to Market Engagement Notice:

- This notice amends the Preliminary Market Engagement Notice published on 11th December 2025 under reference 2025/S 00-081868.

Change to notice title:

- The title of the Preliminary Market Engagement Notice has been amended from 'Children's Centres' to 'Children's Centres and Best Start Family Hubs'.

Revised market engagement structure. The structure of the market engagement has been revised as follows:

- The in-person event at Woolwich Town Hall on the 19th January 2026 is no longer taking place.

- The timing of virtual event (Microsoft Teams) on the 5th February 2026 has changed from 13:00 - 16:00 (3 hours) to 13:30 - 15:30 (2 hours).

- The initial virtual market engagement event will be open to all interested providers who register in accordance with the notice.

- Following the virtual market engagement event, optional 1:1 engagement sessions will be offered to providers who attended the initial event and who express an interest in further engagement on a one-to-one basis.

- The 1:1 engagement sessions are anticipated to take place during the week commencing 9th February 2026.

- Each 1:1 engagement session is anticipated to be approximately 45 minutes in duration.

- The 1:1 engagement sessions will follow a consistent format and agenda for all participating providers.

- Providers attending the initial virtual event will be informed of the process for registering interest in a 1:1 session.

All other aspects of the Market Engagement Notice remain unchanged.

Description

The Royal Borough of Greenwich (RBG) is undertaking a pre-market engagement to explore market interest and capacity in delivering Children's Centres and Best Start Family Hubs Services as part of the Council's commitment to supporting families and giving children the best start in life.

This pre-market engagement exercise aims to gauge market capability and inform the development of a future commissioning model aligned with the borough's priorities.

Engagement process description

Background

Children's Centres and Family Hubs in Greenwich provide a borough-wide offer of early years, health, parenting, and family support for families with children aged 0-5.

RBG is reviewing how these services can continue to meet local needs through strong partnerships across health, education, and the voluntary and community sector.

Purpose of these sessions:

• Identify organisations interested in future opportunities.

• Understand market capacity and partnership potential.

• Support and inform our planning for an integrated, sustainable model.

Who Should Register:

Voluntary and community organisations, early-years and family-support providers, health and education partners, social enterprises, and consortia with relevant experience.

Engagement Event:

This is a virtual market engagement event (Microsoft Teams): 13:30 - 15:30 on Thursday 5th February 2026.

To register please email procurement@royalgreenwich.gov.uk who will send you a registration document.

The deadline to register for the virtual market engagement event is 17:00 Monday 2nd February 2026.

Joining details will be shared with organisations that register an interest.

Following the virtual market engagement event, optional 1:1 engagement sessions will be offered to providers who attended the initial event and who express an interest in further engagement on a one-to-one basis.

The 1:1 engagement sessions are anticipated to take place during the week commencing 9th February 2026.

Each 1:1 engagement session is anticipated to be approximately 45 minutes in duration.

The market engagement activity does not constitute a formal procurement process or a call for competition under the Procurement Act 2023. Participation or non-participation in this engagement will not influence any future procurement outcome.

Following the conclusion of this market engagement, further market engagement event(s) may be required or undertaken as a result of insights gathered. Any such follow-up engagement will be conducted in accordance with the principles of transparency and equal treatment, and will be published through a new Preliminary Market Engagement Notice on Find a Tender.
