The Council have a requirement for the treatment of Mixed Food and Garden Waste Treatment arising in the county of Essex. The services are likely to relate to the treatment of approximately 28,000 tonnes per annum of Mixed Food and Garden Waste for an initial period of 12 months and possible extensions thereafter. The Council are seeking to procure these treatment arrangements to commence on 01 December 2025.

two.2.4) Description of the procurement

Essex County Council is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) to engage with the market and to gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the proposed services, and to alert the market to a future tender opportunity.

The Council have a requirement for the treatment of Mixed Food and Garden Waste Treatment arising in the county of Essex. The services are likely to relate to the treatment of approximately 28,000 tonnes per annum of Mixed Food and Garden Waste for an initial period of 12 months and possible extensions thereafter. The Council are seeking to procure these treatment arrangements to commence on 01 December 2025.

The Council’s primary concerns are capacity, mobilisation requirements, contract length, turnaround times (performance requirements shall apply) and price, and how we can minimise our exposure to these concerns.

It is important to note that this PIN is not a call for competition and as such you will need to express your interest in any future tender opportunity once the contract notice is published on the Central Digital Platform (this opportunity will be issued under the Procurement Act 2023).

It should also be noted that this PIN invites individuals and organisations to express an interest in this exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process.

This PIN is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in any future tendering process nor does it infer any preferential or special status on those individuals and organisations who participate.
