Description
This soft market testing questionnaire has been produced by Manchester City Council's Highways Service and is intended to gauge thoughts and feedback from the industry in relation to the procurement of the TC041 Contract for Proprietary Treatments to Carriageways and Footways.
The current TC041 Framework Agreement covers works to both carriageways and footways but doesn't differentiate between treatments that are carried out by mechanical means (machine lay) or by non-mechanical means (hand lay).
The Highways Service is now proposing to split a future Framework Agreement for these works into two lots. Lot 1 for treatments by mechanical means (machine lay) to carriageways of area greater than 250m2 and Lot 2 for treatments by non-mechanical means (hand lay) to carriageways of less than 250m2 and footways of any size.
Works delivered through the TC041 Contract in the last five years amount to 677,000m2 of microaspahlt on 515 carriageways, 265,000m2 of surface dressing on 65 carriageways and 215,000m2 of slurry seal on 222 footways.
Work Packages are allocated by Direct Award on the basis of price and availability; prices being used from the prices submitted at Framework tender stage.
This Questionnaire is to enable Highway Services to gauge suppliers opinions regarding this proposal and their interest in tendering for the works.

Engagement process description
The Council is using the e-business portal known as the Chest. Applicants will need to register their details at the following link www.the-chest.org.uk . Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this opportunity. Applicants will need to electronically submit their completed tender documents, including procurement specific questionnaire, via the on-line portal by 23:59 on 29th January 2026.
All responses will be treated as confidential and commercial in confidence and will not in anyway be shared with or used in the later assessment of any proposals submitted by yourselves as part of a formal procurement process.
