four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

Direct award process A must be used when all of the following apply:

• there is an existing provider of the health care services to which the proposed contracting arrangements relate

• the relevant authority is satisfied that the health care services to which the proposed contracting arrangements relate can only be provided by the existing provider (or group of providers) due to the nature of the health care services

The Start for Life Workforce Pilot exists as an enhancement of the current Health Visitor led Start For Life offering. The pilot seeks to broaden the workforce, supplementing the existing provision with a new Band 3 and Band 4 workforce, and Band 7 Clinical Management staff. These staff will continue to work within the existing Start For Life framework. Cambridge Community Services (CCS) are the existing and only provider of such services in Norfolk and as such are already responsible for delivering within the provision to which the Workforce Pilot relates.

Contractually, CCS are already responsible for the delivery, including the recruitment of the Health Visitor resources and there are no other providers of Health Visiting services in Norfolk. The monies from central government have clear definition requirements that the Workforce Pilot will only be able to target specific family and child cohorts and success criteria for the Pilot, requires data sets spanning multiple, overlapping service providers within the same service.

This contract concerns additional monies for a workforce pilot in health visiting services. As Cambridge Community Services NHS Trust hold the contract for Norfolk for the Health Visiting Service there is no other provider that can undertake this pilot.
