Crown Commercial Service, as the Authority, intends to put in place an agreement for the provision of Tyres, Glass & Telematics for use by the UK central Government and wider public sector organisations. These bodies include, but are not limited to, central Government departments and their agencies, non departmental public bodies, devolved administrations, NHS bodies, local authorities, police, voluntary sector, charities and private sector organisations procuring on behalf of these bodies.

This framework will replace the current RM6142 Supply of tyres, glass and fast fit solutions Framework Agreement. This agreement will also include vehicle telematics solutions in a dedicated lot, by incorporating the RM6315 Vehicle Telematics framework agreement.

This is a single supplier lot, for UK nationwide coverage for the supply, fit and management of tyres and associated products and services to individual Blue Light Buyers. The Supplier is required to supply a full range of premium brand, commercially available tyres (including homologated tyres) required by Blue Light Buyers, as well as associated products and services such as the maintenance and replacement of tyre valves.

The Supplier will offer a range of fitting services to suit the Buyer’s requirements including at their own network of depots, mobile fitting and a 24/7 emergency call out service.

The Supplier may offer additional vehicle parts, products and services including but not limited to items such as wiper blades, bulbs and vehicle servicing.

This Lot will supply, fit, repair and provide management of tyres and associated products and services on a regional or national basis. Suppliers are required to supply a range of commercially available tyres required by Public Sector Buyers.

Suppliers may offer tyre management solutions to the Buyer on a contracted or non-contracted basis. This may include, but is not limited to Pay As You Go Contracts and Fixed Cost Contracts (for example Pence per Kilometre (PPK) or Pence per Vehicle (PPV)).

The Supplier may offer additional vehicle products and services such as wiper blades, bulbs and vehicle servicing.

For the avoidance of doubt, this may include any glass product which can be fitted to a vehicle, including but not limited to windscreens, rear windscreens, and side windows, in addition to security glass for emergency vehicles. The Suppliers may also supply complementary services including, but not limited to, minor bodywork repairs.

● Driver and risk management solutions such as driver ID and driver benchmarking

Suppliers may offer supply only and supply and fit solutions. Devices may be

a) Hired or leased with a monthly price per vehicle which covers the supply, installation and maintenance of a data recording device and associated equipment, the monthly service charge, and all other products and services required by the Customer and stated in the Call-Off Contract;

b) Purchased outright, with or without an additional monthly price per vehicle for the services required during the contract term by the Customer and stated in the Call-Off Contract.

This Prior Information Notice is to signal an intention to commence market engagement with those within the Vehicle Tyres, Glass and Telematics markets.

Crown Commercial Service intends to hold market engagement sessions with

industry experts and suppliers interested in potentially bidding for the resulting framework contract on Thursday 7th March 2024 in Liverpool. If you are interested in attending a market engagement session please express your interest by emailing rm6353@crowncommercial.gov.uk .

The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. To participate in this procurement, bidders will be required to demonstrate that they are Cyber Essentials certified for the services under and in connection with the procurement.

[The bidder may be awarded a contract but shall not enter into any call off contracts with buyers until they are able to demonstrate to CCS that they meet the technical requirements prescribed by the Cyber Essentials Scheme for services under and in connection with this procurement.]

The service that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of OFFICIAL/SENSITIVE. Bidders will be required to implement their solution in accordance with the RM6353 Schedule,

"Security Requirement and Plan", to meet RM6353 requirements.
