This Notice has been produced to establish interest for an invitation to tender (ITT) for the provision of an ANPR Parking System at various location throughout the East Midlands Railways (EMR) network.

EMR are looking to introduce ANPR parking systems at 13 stations. The overriding priority for any system introduced is to enhance the customers experience whilst using EMR stations. The ANPR system must be intuitive and easy for customers to use, accurate, reliable and support features modern customers desire, such as pay by phone, online payment app with pre/post payment options.

The Car Park works are required to be operational no later than 31st March 2023.

East Midlands Railway (EMR) are looking to introduce ANPR parking systems at the stations listed below. Description of options

Due to the changing nature of the rail industry and limited government finances, we would encourage bidders to supply bids for both CAPEX and OPEX options if available. Options will be requested for a 3 year support and maintenance contract plus a possible 2 year extension, subject to DfT approval.

The Utilities Contracts Regulations 2016 ("Regulations") do not in accordance with their terms apply to this procurement. Neither the issue of this Invitation to Negotiate (as amended by East Midlands Railway and notified to Bidders from time to time) (the ITN) nor the selection of any Bidder, nor any other document, contact or conduct in connection with this ITN constitutes any acceptance by East Midlands Railway that the Regulations apply to the Project covered by this ITN or an agreement by East Midlands Railway to abide by those Regulations.

The procurement process as described in this document (the ITN Process) and any subsequent contract awarded will be subject to English law and the exclusive jurisdiction of the English courts. By participating in the ITN Process a Bidder agrees to be bound by the above conditions and limitations. This Important Notice must be read in conjunction with all instructions to Bidders contained within this document.
