"where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons- (ii)competition is absent for technical reasons;
Network Rail is the principal point of contact for investors in the rail network. Network Rail's role in relation to enhancement schemes is underpinned by its obligations as network operator. Due to Network Rail's responsibility for the Railway this work could not be completed without them. Network Rail put in place efficient delivery arrangements for all schemes it is required to deliver, and to take on those risks which it is in the best position to manage, including design and construction risks where appropriate.
