Explanation:
Police and Crime Commissioner for Cleveland are looking to award a contract directly with Cellebrite utilising the Voluntary Ex-Ante Transparency (VEAT) Notice to purchase software directly from them which includes ongoing support. 1. As the solution provider, only Cellebrite offers Cellebrite software and hardware. 2. As the solution provider, Cellebrite are best positioned to provide both support services on the basis of their expert proprietary knowledge of the solution, which is predominantly software orientated to which they hold sole rights. 3. A review of the processes shows that only Cellebrite are able to meet with the Forces' existing and changing requirements, aims and objectives, an example being the provision of unlocking numerous devices using one service and the greatest number of devices being supported for extraction of data. 4. Cellebrite's focus is on their own provision of support services and not resell via third party. 5. Cost would be expended during a procurement stage or via a framework, which based on the additional work to date, would conclude that Cellebrite would be the only supplier who could meet with Police and Crime Commissioner for Cleveland's existing budgets and requirements.
