Care homes (residential and nursing), as registered by the Care Quality Commission (CQC), supported by East and North Practices, and which are covered under the PCN DES/DES plus.

two.2.4) Description of the procurement

NHS Hertfordshire and West Essex Integrated Care Board intend to award a contract to Stort Valley Healthcare Ltd for the Provision of Enhanced Health in Care Homes following a robust Most Suitable Provider Process. This service is Primary Care led, in collaboration with local system partners, and is to deliver an integrated Enhanced Health service in all care homes (residential and nursing), as registered by the Care Quality Commission (CQC), supported by East and North Practices, and which are covered under the PCN DES/DES plus. Inclusive of non-weight bearing and Discharge to Assess beds (DTA) as well as Learning disability adult care homes. Exclusive of short stay respite services, neurological services, and flexi care schemes.

The contract shall commence on 01 April 2025 and end on 31 March 2028.

This contract is a 2 year pilot (Contract value £1,644,000) with an option to extend for a further 1 year (Contract value: £822,000) at the discretion of the commissioner. The lifetime contract value is estimated to be £2,466,000.

This is a new service and has been awarded to a new provider.

The award criteria is the Most Suitable Provider Process Key Selection Criteria.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. Representations by providers must be made to decision makers by 05th February 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The award decision makers are NHS Hertfordshire & West Essex ICB, the Most Suitable Provider process was approved by Primary Care Commissioning Committee of the NHS Hertfordshire & West Essex ICB.

Following assessment of the providers against the key criteria above, Stort Valley Healthcare Ltd was deemed to be the most suitable provider for this requirement.
